The "Prevent Duplicate IDs Across All Record Types" option, when checked will prevent you from saving a different record type with the same ID as a different record.

Example:

If there is an Instrument ID of "PLC-002", and this option is checked I will not be able to create a Loop record with the same ID.

Note - The system will always prevent you from creating a duplicate ID within the same record type.
